With a super play-off at Step 1, a mathematically satisfying system might be achieved instead of the cur rent, untidy structure.
This would conist of two leagues of 24 at Step 1, four leagues of 22 at Step 2, eight leagues of 20 at Step 3 and a Step 4 consisting of 16 leagues of 20 teams apiece at both Ste p 5 and Step 6.
