Dulwich Hamlet chairman Ben Clasper hopes government reforms will level football’s financial playing field but insists authorities cannot rely solely on punitive measures.
Despite boasting the biggest attendances in National League South, Clasper says one of the biggest challenges his club faces is “the huge difference” in models of operation.
