Did VAR idea first originate from the 40s?

I CAME across this following item from the News Chronicle newspaper dated Thursday September 9, 1943.
It read: “A practical idea that would go a long way to solving the referee problem has just been explained. It is worthy of study.
“The idea is for the referee to be installed in a small box at the side of the field near the halfway line. He would sit at a table on which the play would be mirrored by means of reflector lenses placed on top of the box.
