TILBURY missed the chance to take all three points after failing to convert a first-half penalty at the EMR Stadium.
A relatively even first half saw Tilbury have their fair share of chances.
Witham looked to open their account in the 15th minute with a close-range effort foiled by Harry Girling.
The penalty came after 25 minutes when Roman Campbell was brought down but Rhys Madden made a fine save.
The Dockers again came close right on the stroke of half-time with Madden pulling off a great onehanded save from a Sam Coombes strike.
